La Oficina Asesora de Control Interno Disciplinario de la Gobernación de Boyacá impuso una sanción disciplinaria de tres meses de suspensión al docente Milton Ferney Ramos Ruiz, quien para la época de los hechos se desempeñaba en la Institución Educativa Santa Rosa, del municipio de Pauna, tras concluir un proceso disciplinario relacionado con conductas inapropiadas hacia estudiantes menores de edad.
La decisión quedó consignada en la Resolución No. 076 del 11 de junio de 2026, expedida por la autoridad disciplinaria departamental, la cual corresponde a hechos ocurridos durante el primer semestre de 2022. De acuerdo con el acto administrativo, durante la investigación se estableció que el docente realizó insinuaciones de contenido sexual dirigidas a estudiantes menores de 14 años y que, además, intentó establecer un contacto físico indebido con una de las alumnas.
Tras valorar las pruebas recaudadas durante el proceso, la Oficina de Control Interno Disciplinario concluyó que las actuaciones del docente vulneraron los deberes propios de la función pública y del ejercicio de la docencia. En consecuencia, la conducta fue calificada como falta grave, de conformidad con las disposiciones de la Ley 1952 de 2019, modificada por la Ley 2094 de 2021, imponiendo como sanción una suspensión disciplinaria por el término de tres meses.
La actuación administrativa hace parte del régimen disciplinario aplicable a los servidores públicos y es independiente de cualquier otra investigación que pueda adelantar la Procuraduría General de la Nación o las autoridades judiciales, en caso de existir actuaciones paralelas derivadas de los mismos hechos.
La Secretaría de Educación de Boyacá reiteró que la protección de los derechos de niños, niñas y adolescentes constituye una prioridad para el departamento, por lo que recordó que toda conducta que afecte la integridad física, psicológica o emocional de los estudiantes debe ser denunciada y tramitada mediante los protocolos establecidos por las autoridades competentes.
El caso también pone de relieve la importancia de fortalecer los mecanismos de prevención, denuncia y acompañamiento dentro de las instituciones educativas, con el propósito de garantizar entornos seguros para los estudiantes y promover una respuesta oportuna frente a cualquier situación que pueda comprometer su bienestar.
