La iniciativa surge tras observarse que, aunque la Ley 2454 de 2025 (Ley Lorenzo) tenía como objetivo regular el uso de perros en seguridad, el número de animales utilizados en estas labores aumentó considerablemente. Según cifras de la Superintendencia de Vigilancia y Seguridad Privada, la cantidad de perros pasó de 183 en 2024 a 871 en 2025, lo que representa un incremento cercano al 376 %.
Los defensores del proyecto señalan que la regulación vigente no desincentivó la práctica, sino que la fortaleció, y por eso consideran que solo una prohibición progresiva puede cambiar esta situación.
