También tendrán atención prioritaria pacientes con alta probabilidad de hospitalización o descompensación, incluyendo personas con EPOC, asma, insuficiencia cardíaca, enfermedad renal crónica y gestantes que necesitan tratamientos esenciales.
La estrategia contempla cuatro pasos: identificar al paciente y la atención pendiente, establecer qué medicamento o procedimiento requiere y quién debe garantizarlo, destrabar los recursos necesarios y hacer seguimiento hasta verificar que el servicio haya sido efectivamente recibido. El Ministerio señaló que este proceso tendrá trazabilidad entre septiembre y diciembre de 2026.
Uno de los principales desafíos es la financiación. El Gobierno anunció un mecanismo extraordinario de compra de cartera con 0 % de interés y un año de periodo de gracia para respaldar las atenciones incluidas en esta primera fase. Sin embargo, los $10 billones que habían sido anunciados durante la campaña para este propósito no están actualmente disponibles, por lo que el Ministerio y la ADRES estudian alternativas para movilizar recursos dentro del sistema.
