La Procuraduría Delegada para la Moralidad y la Transparencia Pública dio a conocer este viernes 29 de mayo la apertura de una investigación disciplinaria contra Mario Fernando Díaz Pava, rector del Instituto Tolimense de Formación Técnica Profesional (ITFIP), tras una denuncia presentada en septiembre de 2025, en la que se exponen varias presuntas irregularidades ocurridas durante ese mismo año. La actuación busca establecer la veracidad de los hechos denunciados y determinar si estos constituyen faltas disciplinarias o si el funcionario actuó amparado por alguna causal que excluya su responsabilidad.
Uno de los principales aspectos que concentra la atención del ente de control está relacionado con una posible vulneración de los derechos de carrera administrativa dentro de la institución. Según la denuncia, mediante la Resolución No. 375 de 2025 se habría realizado una modificación al manual de funciones del ITFIP, eliminando de manera presuntamente arbitraria algunos núcleos básicos de conocimiento exigidos para determinados cargos. Esta decisión, de acuerdo con los denunciantes, habría limitado la participación de funcionarios de carrera administrativa y favorecido el nombramiento en provisionalidad de personas externas al sistema meritocrático.
La Procuraduría también investiga la posible existencia de una denominada “nómina paralela” dentro del Instituto. Este señalamiento se fundamenta en una presunta duplicidad de funciones entre contratistas vinculados mediante prestación de servicios y empleados de planta de la entidad. El organismo disciplinario busca establecer si efectivamente se presentaron contrataciones que replicaban actividades ya asignadas a funcionarios de carrera o de libre nombramiento, lo que podría constituir una irregularidad en la gestión administrativa de la institución.
