Una serie de documentos oficiales publicados en el Sistema Electrónico para la Contratación Pública (Secop II) evidencian que el municipio de Tunja realizó giros por más de 14.276 millones de pesos a la Empresa de Desarrollo Territorial de Don Matías S.A.S. durante octubre de 2025, situación que contradice afirmaciones entregadas previamente ante el Concejo Municipal por funcionarios de la administración y representantes de la entidad contratista.
La controversia gira en torno al contrato interadministrativo 1767, cuyo valor supera los 15.076 millones de pesos y contempla la ejecución de obras relacionadas con la rehabilitación de la malla vial urbana, adecuación de espacios públicos, mantenimiento de salones comunales e intervenciones en instituciones educativas urbanas y rurales.
Durante una sesión de control político realizada en el Concejo de Tunja, la directora de la Unidad Especial de Contratación, Luz Mila Acevedo Galán, manifestó que los recursos permanecían en una cuenta bancaria generando rendimientos para el municipio. En el mismo escenario, representantes de la Empresa de Desarrollo Territorial de Don Matías S.A.S. señalaron que las obras se ejecutaban sin que se hubieran efectuado desembolsos por parte de la administración municipal.
Sin embargo, la documentación financiera disponible en el Secop II muestra que el proceso de pago inició el 6 de octubre de 2025 con la radicación de una cuenta de cobro por más de 14.041 millones de pesos presentada por la empresa contratista. Posteriormente, entre el 24 y el 27 de octubre, se realizaron diez transferencias desde diferentes cuentas oficiales del municipio hacia una cuenta bancaria asociada al contrato.
Los registros incluyen comprobantes de egreso emitidos desde cuentas de Bancolombia, Davivienda, Banco de Occidente y Banco de Bogotá, por valores que, sumados, alcanzan los 14.276.628.988 pesos. La existencia de estos movimientos financieros plantea interrogantes sobre la información entregada al Concejo Municipal y a la ciudadanía respecto al manejo de los recursos públicos vinculados al contrato. Aunque los documentos confirman la salida efectiva del dinero de las cuentas oficiales, serán los organismos de control y las autoridades competentes quienes determinen si existieron inconsistencias administrativas, posibles omisiones en la información suministrada o eventuales responsabilidades derivadas de este proceso contractual.
