Aunque el mandatario departamental reconoció la compleja situación económica del país, fue enfático en señalar que gravar con IVA estos productos golpea directamente a los territorios, especialmente al Cauca, donde la Industria Licorera del Cauca es una de las principales fuentes de ingresos. Según Guzmán, el impuesto no solo encarece los productos, sino que además el recaudo no se queda en el departamento, afectando gravemente las finanzas regionales.
El gobernador calificó la iniciativa como un “hachazo fiscal” que pone en riesgo la financiación de la salud, el deporte y la educación, sectores que dependen en gran medida de las rentas provenientes de licores y cigarrillos. “Estas decisiones castigan a los departamentos y fortalecen las arcas centrales, sin tener en cuenta la realidad de las economías locales”, advirtió.
Ante este panorama, Octavio Guzmán hizo un llamado urgente al diálogo, previsto para el 19 de enero, exigiendo que el Gobierno Nacional respete el principio de descentralización y revise una propuesta que, según afirmó, podría profundizar la crisis económica en regiones ya golpeadas por la desigualdad y la falta de inversión.
