El Congreso recibió un nuevo proyecto de ley que promete revolucionar la manera en que los jóvenes cumplen con su servicio social obligatorio en Colombia.
Una reforma pensada en los estudiantes y las comunidades
El representante a la Cámara, Carlos Ardila, radicó el proyecto de ley #JuventudEnAcción, que permitirá a estudiantes de grados 10° y 11° realizar parte de su servicio social en Juntas de Acción Comunal (JAC). De aprobarse, 20 de las 80 horas obligatorias deberán cumplirse en actividades comunitarias, lo que fortalecería la participación juvenil y el sentido de pertenencia en los barrios y veredas del país.
Una red de más de 62.000 Juntas de Acción Comunal disponibles
Colombia cuenta con 62.553 JAC, 1.500 asociaciones y 35 federaciones departamentales. Solo en Bogotá existen 1.686 JAC y 20 asociaciones. Este enorme tejido social permitirá que los jóvenes se vinculen en actividades solidarias, pedagógicas y de interés comunitario, generando un impacto real en sus territorios.
Incentivos para las organizaciones y beneficios para los jóvenes
Las Juntas que reciban estudiantes accederán a recursos e incentivos para mejorar el acompañamiento pedagógico y logístico. En paralelo, los estudiantes podrán participar en programas de formación en liderazgo juvenil, gestión comunitaria, derechos humanos, pedagogía básica y resolución de conflictos. “Este proyecto reconoce un rol activo de la juventud y abre espacios reales de participación”, aseguró el congresista Ardila.
Gobierno reglamentará la ley en seis meses
La iniciativa será reglamentada por el Ministerio de Educación y el Ministerio del Interior en un plazo no mayor a seis meses, tras su aprobación. El servicio social obligatorio busca integrar a los estudiantes con sus comunidades, apoyar proyectos locales y promover valores como la solidaridad y el compromiso ciudadano. La apuesta es clara: que los jóvenes dejen de ver esta obligación como un trámite, y la conviertan en una oportunidad de crecimiento personal y social.
