El Congreso de Colombia decidió este martes (09.12.2025) archivar la más reciente propuesta de reforma tributaria del presidente Gustavo Petro, un proyecto con el que el Gobierno buscaba sumar cerca de 4.000 millones de dólares al presupuesto de 2026.
La iniciativa contemplaba ajustes al cobro del IVA, mayores tributos al patrimonio de los contribuyentes más acaudalados, así como nuevas cargas para empresas extranjeras radicadas en el país. Además, planteaba mecanismos de vigilancia más estrictos sobre las actividades de la economía digital.
En una votación de nueve contra cuatro, la comisión económica del Senado hundió la tercera apuesta tributaria del mandatario en un contexto de creciente déficit fiscal y llamados de entidades como el FMI a contener el gasto público. La propuesta había sido presentada el 1 de septiembre, inicialmente con una meta de recaudo superior a los 6.500 millones de dólares; sin embargo, el Ejecutivo redujo su alcance tras fuertes críticas de la oposición, que acusa al Gobierno de insistir únicamente en aumentar impuestos sin abordar los ajustes del gasto estatal.
“Acabamos de hundir la reforma tributaria del gobierno de Petro. Le cumplimos al país y protegimos el bolsillo de los colombianos”, celebró el senador liberal Mauricio Gómez en un mensaje divulgado en X.
El presidente reaccionó poco después, calificando la decisión como “una expresión del odio político sobre el interés nacional”. Petro advirtió que, si los sectores más ricos no contribuyen más, la carga recaerá en los hogares de menores ingresos. “Mientras estemos en el Gobierno, no permitiremos que sean los pobres quienes paguen la crisis”, sostuvo, alertando de posibles efectos inmediatos por el rechazo del proyecto.
Petro, primer presidente de izquierda en la historia del país, ha impulsado diversas reformas estructurales desde 2022, aunque solo las iniciativas laboral y pensional han logrado convertirse en ley. El mandatario ya había advertido que el archivo de esta reforma podría agravar el déficit fiscal y poner en riesgo proyectos estratégicos como el metro de Bogotá.
Esta era la tercera reforma tributaria que el Gobierno llevaba al Congreso: la primera fue aprobada en 2022, pero la segunda, presentada en 2024, corrió la misma suerte que la de este martes.
