Larry Changa, buscado en 196 países entre ellos Chile y Venezuela, escapó de la cárcel de Tocorón en Venezuela.
En la cárcel Tocorón conoció a Niño Guerrero, y allí empezaron a planificar la organización criminal Tren de Aragua
«Otorgo al referido poder para ejercer las demás acciones que sean necesarias o pertinentes para defensa de mis derechos e interes»
Agregó en la carta «Mi apoderados cuentan con las amplias facultades para el ejercicio del presente poder»
En la misiva le pide a Petro que suspenda la orden de extradición y mientras se resuelve su situción.
Además pidió ser designado gestor de paz y trabajar por la desmovilización.

La policía Nacional de Colombia ya conocía que Larry Changa había ingresado a Colombia en 2022 y estaba viviendo junto a su familia en la ciudad de Armenia.
Para ingresar a Colombia había obtenido una identificación falsa y con el nombre de Víctor Miguel Moreno Álvarez.
El documento señala que supuestamente nació en Cartagena el 5 de enero del año 1977.

Las autoridades chilenas le informaron a las colombianas que él mantenía comunicación directa con alias ‘Niño Guerrero’, el máximo cabecilla del Tren de Aragua y querían expandir sus negocios.
