Desde este cargo lidera la estrategia de seguridad integral denominada “Con Firmeza por el Pacífico, Seguridad que une y Desarrollo que Renace”, orientada a combatir estructuras criminales y fortalecer la seguridad ciudadana en los departamentos que conforman la región.
Oriundo de Ibagué, Tolima, Oviedo Lamprea cuenta con más de 32 años de servicio en la Policía Nacional. Su formación académica lo acredita como administrador policial y especialista en seguridad y gestión territorial. Además, obtuvo el título de licenciado en administración superior de seguridad en la Academia de Ciencias Policiales de Carabineros de Chile, lo que le ha permitido complementar su experiencia con estudios internacionales.
En su trayectoria ha ocupado cargos de relevancia dentro de la institución. Fue director de la Dirección de Carabineros y Protección Ambiental (DICAR), donde lideró la protección de los recursos naturales y el combate a la minería ilegal y la deforestación. También se desempeñó como comandante de la Policía Metropolitana de Santiago de Cali (MECAL), gestión en la que enfocó sus esfuerzos en la reducción de delitos urbanos y obtuvo su ascenso al grado de brigadier general en diciembre de 2024.
Su actual misión en la Región No. 4 implica coordinar operaciones contra estructuras criminales, garantizar la seguridad en zonas estratégicas y promover la confianza ciudadana en la institución.
