Los datos del Observatorio de Mujeres y Equidad de Género (OMEG) reflejan la urgencia de adoptar estas medidas institucionales en la capital. Según la Encuesta de Mujeres y Equidad de Género (EMEG) actualizada en 2025, una de cada diez mujeres con hijos en Bogotá reportó haber sufrido este tipo de violencia al menos una vez en los últimos dos años. De este modo, la norma busca evitar la manipulación emocional de los menores, el abandono intencionado y el quiebre de los vínculos afectivos maternos.
Bogotá fortalece la atención y prevención contra la violencia vicaria
El proyecto contempla capacitaciones obligatorias con enfoque diferencial e interseccional para funcionarias y funcionarios del sector salud, la Policía y el sistema judicial. Asimismo, la iniciativa propone fortalecer la capacidad de respuesta inmediata en las Comisarías de Familia y Casas de Justicia para erradicar la revictimización durante las denuncias. De esta manera, las autoridades buscan dejar de catalogar estas agresiones como simples disputas familiares y tratarlas como violencias de género sistemáticas.
